Axon Contributes to the 2025 Edition of the ITU National Cybersecurity Strategy Guide

Axon is proud to announce its contribution to the 3rd edition (2025) of the International Telecommunication Union (ITU) Guide to Developing a National Cybersecurity Strategy (NCS Guide), a globally recognised reference for governments and stakeholders involved in shaping national cybersecurity frameworks.

The 2025 edition represents the most comprehensive and up-to-date overview to date of what constitutes an effective and sustainable national cybersecurity strategy. It reflects the rapidly evolving cyber threat landscape, the impact of emerging technologies, and the growing need for coordinated, whole-of-government and multi-stakeholder approaches to cybersecurity.

The NCS Guide 2025 serves as a practical, action-oriented resource for:

  • Policymakers and government authorities
  • National cybersecurity agencies and regulators
  • Critical infrastructure operators
  • Private sector stakeholders
  • International and regional organisations

It provides structured guidance on the design, implementation, evaluation, and continuous improvement of national cybersecurity strategies, supporting countries in strengthening cyber resilience, protecting digital infrastructure, and fostering trust in the digital ecosystem.

Álvaro Neira, Partner at Axon Consulting, served as a co-signatory of the Joint Foreword, underscoring Axon’s longstanding engagement in cybersecurity policy, governance, and capacity-building initiatives at both national and international levels. Throughout the development of the Guide, the Axon team worked closely with a broad range of international stakeholders, contributing practical insights and real-world perspectives to help shape this global reference document.

As an ITU Sector Member, Axon will continue to actively contribute to global cybersecurity dialogue and international capacity-building efforts alongside public and private sector partners.
